9-1-1 in Texas is administered in three distinct ways. 24 Emergency Communication Districts manage 9-1-1 services for approximately 54% of the state's population. 24 Regional 9-1-1 systems coordinated by the Councils of Governments and managed by the Commission of State Emergency Communications provide 9-1-1 service for approximately 24% of the State's population. And, 24 "Home Rule City 9-1-1 Systems" provide 9-1-1 administration for their own cities. These "Home Rule Cities" are primarily located in Dallas County.
